The quietest
The weeks after Ramadan and well before it. The mosque is calm, the tawaf is unhurried, and hotels are at their most reasonable.
The coolest
December to February. Makkah in the middle of summer is genuinely hard going, particularly for anyone older or travelling with small children.
Ramadan
The most rewarding and by some distance the most crowded and the most expensive. If you are going in Ramadan, book early and expect the last ten nights to be busier than anything you have seen.
School holidays
Worth thinking about in both directions. They are convenient, and everybody else finds them convenient too.
